Effect	Allows player to roll a 1-3.

The 1-2-3 Dice Block is a Dice Block that would appear in Mario Party 9. It is a green Dice Block that only allows the player roll either a one, two, or a three. It can be obtained through landing on the Dice Space, Toad House, or a Spin Space. It is useful for when trying to avoid Mini Ztars on the board.
